The Egyptian Central Accounting Agency is the regulating body which oversees the public monatry and how it was spent. It is the eye of the public monitoring how the government uses public money.

CAA is the only agency with wide power, from which the government cannot hide corruption, however, the government tries to curtail these powers in an attempt to hide its defects from public opinion and from the parliament.

CAA has revealed in the past the contaminated blood bags “
Haeddlena” in which one of NDP MP “Hani Sorour” was accused, causing a scandal for the NDP which is supposed to protect people’s lives instead of exposing it to dangers and killing them with expired blood bags.

Detection of individuals was not the only thing CAA did, it also detected ministries and governmental bodies which wastes public money, while citizens are searching for bread.

In response to the attacks of the CAA, the government, represented in the Minister of Finance, Minister of Housing, Minister of Water recourses and Minister of Transportation, had cast doubt in the accuracy of reports of the CAA.

In a questioning to the government before the parliamentary on reports submitted by Chancellor Gawdat El-Malt (Head of CAA), in which he stressed that government is wasting millions of pounds with no use, Boutros Ghali (Minister of Finance) doubted the reports of the accuracy of the economic and technical feasibility studies for the projects of the government. Ghali questioned “where did the head of CAA come out with what he said?!”

Ghali added “out of number of projects worth 34 billion and 190 million pounds enumerated by CAA, it had comments on projects worth 582 millions, which is only 1.7% of the expenditure.’

It is worth mentioning that CAA has emphasized the availability of studies confirming what Mr. El-Malt said before the Parliament. It also stressed the availability of 140 qualitative report, each of which contains comments on the financial control and monitoring performance. It also added that CAA comments on some projects in all sectors are only examples of violations monitored by CAA.

CAA revealed some scandalous surprises of the government by reffering to the decisions of Dr. Ahmad Nazif (Prime Minister) to prevent the CAA from performing its role and the need to obtain his approval on the assessment procedures.

Representative of CAA stated that one of the decisions PM issued was the cancellation of the Ministerial Committee on Privatization formed of 22 minister, head of CAA, representatives of the Central Bank, Administrative Control and many other bodies and replacing it with a committee consisting of six individuals only, among them a member of the CAA who’s role is not effective anymore after approval takes place by majority consent.

Parliament:

NDP MP Ahmad Ezz condemned the reports of the CAA, saying that its role is limited to control only, and it can not question the government. In response to this, Hassan Ibrahim MB MP stressed that MB and the opposition will be supporting Gawdat El-Malt in facing the government with its corruption.
