 The Supreme Administrative Court, led by Judge Mohammed Al-Husseini, Chairman of State's Council Court, has decided to postpone an appeal filed by the Prime Minister and the President of Cairo University against Dr. Abdul Jalil Mustafa, a member of the 9 March Movement. The appeal called for the independence of universities, and the abolition of the Administrative Court's ruling issued on June 16, requesting the replacement of the Interior Ministry security personnel with a special security unit affiliated with the university administration. Verdicts were postponed to the next session on December 5th so that documents could be carefully read.

 

 

The government's lawyer submitted a documented file which included the decision of the Minister of Higher Education and the President of the Supreme Council permission for the establishment of University's Department of Security Services.  Chancellor Al-Husseini demanded that the   government’s lawyer provide new evidences, since the papers handed in were not to his satisfaction.   Al-Husseini refused to confirm the challenges made by the lawyers where they used article 317 of the constitution to convince him of the legality of the establishment of new security units in every university.

 

  

 Dr. Abdul Jalil Mustafa, member of the 9 March Movement's lawyer Dr Salah Sadek argued that it is not permissible to accept the appeal testifying to statements made to newspapers in March by the Minister of higher education on a plan proposed as an alternative to the University Guards where they claimed to have started to discuss the Administrative court’s ruling; praising the judgment as a step towards liberating Egyptian universities from security control. Decisions were also made to activate the new security units.
 

Dr. Sadiq explained that the criterion here is not in the availability of a civilian guard but in the formation of security units inside the structure of the University, in accordance with the universities' regulations.

                                                                                                                                          

 The Prime Minister and University of Cairo President challenged the judgment imposed by the administrative court to replace the Interior Ministry security personnel with a special security unit affiliated to the university administration. The appeal will be submitted to the Supreme Administrative Court.
