94 year old Abdul Khalek's Doctoral thesis awarded Honorary Degree and recorded in the Guineas' World Book.

The Faculty of Law, Cairo University, in one of science and academic wonders, awarded researcher Mohamed Farid Abdel Khaliq 94, one of the Muslim Brotherhood's first generation a PhD with an honorary degree for his thesis on "Accountability" Al-Hesbah's enforcement against people with prestige and power.

The Faculty of Law, Cairo University, in one of science and academic wonders, awarded researcher Mohamed Farid Abdel Khaliq 94, one of the Muslim Brotherhood's first generation a PhD with an honorary degree for his thesis on "Accountability" Al-Hesbah's enforcement against people with prestige and power. His thesis was recommended for print all expenses paid by the Cairo University and for publishing in university academic journals, thus setting a new Guinness World record as Egypt's renowned grey-haired researcher receives his Ph.D.

 

Dr. Farid Abdul-Khaliq, in his doctoral thesis on accountability (Ihtisab), discussed the tense relationship on the values of justice between the Governor, the subordinates and the nature of this relationship. The absence of justice, activation of the principle of consultation (al-Shura), tackling corruption and promoting greater accountability are basics of Ihtisab approved by the Islamic Sharia and it's conducting by the masses to their rulers.

 
Abdul Khaliq emphasized that the accountability of the ruler or any one in power is a duty of every Muslim as it is similar to injunction of misdemeanors, maintaining freedom, upholding the citizen’s rights and promoting equality, all of which are basic citizens' necessities endorsed by Islam. The significant role played by “Intense Monitoring” as a public regulatory tool aims to regulate the relationship between the Governor and the  ruled people which is  committed to hold Governors accountable in all reality requires a  greater awareness and awakening of the masses of their rights and duties.

 

 

He stressed that the enforcement of "Al-Hesbah" in Islam means giving a supervising role to the masses of the Governor as it endorses great accountability that disclose any corruption of rulers to define Sharia's regulations of the discipline. This "Monitoring" obligates the public to question the political, economic and social performance developed by the regulatory and administrative bodies of the Governor with regards to parliaments, trade unions, media and Supreme administrative Courts. This is intended to guarantee honesty and integrity with regards to freedom and human rights.

 

 

He emphasized that the absence of this “Islamic concept of monitoring and accountability” gives way for corrupt regimes to stifle and suppress freedoms of expression and opinion, leading to the absence of the supervising role, on all the levels of official administrative bodies. It also leads to the predominance of security in which Egypt’s political life has been soured causing wide apprehension and submissiveness to dictators.

 

 
The prestigious Islamic intellectual Dr. Muhammad Salim Al-Awa, Professor of Criminal Law at Zagazig University and Secretary-General of the International Association of Muslim Scholars was among the discussion’s Committee member debating Dr. Farid Abdul-Khaliq's thesis. Abdul Khaliq was able to develop a global Islamic theory emphasizing that any one possessing the capacity and interest in his nation also has the right to file accountability using evidence of masses questioning the Caliphs “Nation's Governors” according to Quranic verse (We have honored the sons of Adam; provided them with transport on land and sea; given them for sustenance things good and pure; and conferred on them special favours, above a great part of our creation) “Al-Israa" "70"

 
Dr. Abdel Moneim Abul Fotouh, Member of the Executive Bureau of the Muslim Brotherhood, and Secretary-General of the Arab Doctors Union, who was recently released from prison made his first debut where he insisted on attending the Thesis discussion despite his poor health conditions which compel him to rest in bed as instructed by doctors. 

 

The event was open to the general public and was attended by Dr. Mahmoud Ezzat, secretary-general of the Muslim Brotherhood, Dr. Ahmed El-Assal, President of the International Islamic University in Pakistan, Seif al-Islam Hassan al-Banna, a member of the Bar Syndicate Council, Dr. Ali Al-Ghatit, professor of international law at Cairo University, Chancellor Noha Al Zeini, Dr. Hisham Al-Hamamai, President of the Arab Doctors Cultural Center in addition to a number of prominent politicians and researchers.
