The Spanish-French initiative recognizing a Palestinian state within a year and a half would not have a real impact on events on the ground but would help Israel evade international resolutions, Dr, Yousef Rezka, the political advisor to premier Ismail Haneyya, said.

Rezka, in a press release on Sunday, said that the idea is not new, recalling that French external affairs minister Bernard Kouchner had previously proposed an international recognition of the Palestinian state before a Palestinian-Israeli agreement was reached on demarcating borders.

The advisor said that the initiative attempts to evade international resolutions calling for ending occupation and halting settlement building.

He ruled out any real hope for the Palestinians in the near future, urging the Palestinian people to re-consider the march of 15 years of negotiations and to renew their constants based on a national unity plan envisaging the liberation of Jerusalem and ending occupation of the 1967 occupied lands.

Kouchner and his Spanish counterpart Miguel Moratinos proposed the recognition of a Palestinian state within 18 months.
