Members from the ruling party have succeeded in submitting forged applications in numerous constituencies as they vie to make gains at the ballot box. The Muslim Brotherhood, however have vowed that they will contest the rigging and invalid applications. The group has fielded 14 candidates amid suppression ranging from arrests to thwarting campaigns in addition to executive officials refusing to receive applications.

Analysts believe that the ruling party is adamant in protecting and dominating the council's mid-term elections, by fielding 92 candidates for the 88 seats regardless of their validity. Muslim Brotherhood MP Sayed Askar stresses that any election lacking judicial supervision is unfair. In addition to this, the police crackdowns on members and their supporters will affect the real outcome of elections.

Mubarak, who has been in power since 1981, however, has pledged otherwise stressing that the Shura Council vote will be fair.
