State Council acknowledges Al-Shater's rights for early release
The Legislative Department of the State Council has presented Chancellor Mamdouh Marei a presidential decree ordering an official pardon to detainees who have served half their sentences in prison and had their records reviewed and cleared in commemoration of the July 23rd Revolution

According to the constitution, detainees serving life sentence and who spent 15 years in priosn, and those who spent half the time of their sentences, are entitled to apply for an early release. Muslim Brotherhood's deputy chairman Eng. Khairat Al-Shater and his colleagues serving military sentences should be released from prison since they meet these conditions outlined for an early release.     
 
The resolution however chartered that the exemption does not apply to those convicted in dangerous criminal cases and felonies  harmful to the government such as: possessing explosives and weapons, engaging in bribery and criminal fraud, drug trafficking , prostitution, money laundering and violators of the constitution
