SCAF: Security Forces Ethos Post-Revolution Will Be Changed

During a press conference after his visit to Cairo, Secretary General of Amnesty International Salil Shetty stated that the Egyptian authorities must earn the trust of the people by abolishing repressive laws and ending abusive practices.

During a press conference after his visit to Cairo, Secretary General of Amnesty International Salil Shetty stated that the Egyptian authorities must earn the trust of the people by abolishing repressive laws and ending abusive practices. He called on both the Supreme Council of the Armed Forces (SCAF) and Egyptian authorities, to take advantage of the post-Mubarak transition period by carrying out urgent reforms, lifting repressive measures including the law banning strikes, and ending the use of military trials against civilians, which create an atmosphere of distrust which is likely to seriously affect preparations for elections.

Shetty however, welcomed the positive steps which took place over the past two months; including the release of administrative detainees, and called for an end of all forms of abuses in police operations. He stressed the need to ensure accountability for violations. He also emphasized the significance of ensuring social justice for all Egyptians, and called for guarantees on human rights in the new constitution and compensation to victims of violations during the Egyptian revolution. He added the Egyptian authorities must listen to the legitimate demands of those who sacrificed so much for their dignity.

During the meeting, Maj. Gen. Abdul-Fattah Sisi from the SCAF highlighted it was necessary to change the ethos of the security forces, giving assurances that instructions have been issued against the use of violence with demonstrators and detainees. He added in the future detainees will be protected from ill-treatment.

During his visit Shetty also called on Deputy Prime Minister Dr. Yehia al Gamal and the former Secretary General of the Arab League Amr Mousa.
