Mubarak’s Speech Does Not Hold Together, Professor Says

Professor of Political Sciences Dr. Hassan Nafeaa wrote an article to highlight President Mubarak’s recent speech in the National Party’s fourth annual Congress.

 Dr. Nafeaa said that he didn’t write this article until he read and heard the speech several times. “ This speech confirmed my claims that President Mubarak is the first, nay, the only one to blame for the abject failure which Egypt sustains in all its aspects of life”, he said, adding that after this speech he became sure that the only issue preoccupying President Mubarak is to secure his son succeeding him in power whatever the price is. Dr. Nafeaa substantiated his opinion by referring to some parts of the President’s speech as follows:

1- He said that President Mubarak praised the 2005 multi presidential election, which means that the President is satisfied with the outcome of this election, although all quarters concerned know that it was a cosmetic one and didn’t reflect Egypt’s free will due to the corruption and vote rigging which tainted the entire electoral process.

2- President Mubarak still insists on non amendment of Articles 76 and 77 which give the President massive and unlimited authority, besides they don’t restrict the president’s times of stay in power, giving him full rein to even stay in power for life.

 
3- The President still opinionates that the constitutional amendments be made through the same mechanisms which are based on the majority in Parliament, i.e. the President’s ruling party, thus securing amendments in a way that ensures  presidency for a specific person or give way for the incumbent president to monopolize power for himself .

Dr. Nafeaa lamented that the President’s recent speech includes a lot of paradoxes. The writer highlights excerpts of these paradoxical statements, by saying that the President boasted that he managed to preserve of the peace process at a time when he admits that it has failed and calls on the international community to admit this failure.

 The writer also sees a paradox in President Mubarak’s statement when he said that he managed to invest the Arab and international relations in favor of the domestic issues while unemployment, deteriorating public services and unprecedented poor standard of living are going from bad to worse.

 Dr. Nafeaa questioned the wisdom of President Mubarak’s failure to find one out of 70 million people in Egypt to be qualified for the post of vice president “That is why he is  grooming his son to be his successor in power”, he said.

  Dr. Nafeaa hailed rotation of power as a step which prevents monopoly of power and secures the principle of equal opportunities among the people, citing the Chinese experiment by saying that although it is a communist state with a totalitarian system of rule, it has changed three presidents since President Mubarak assumed power in 1981, without one of these successive presidents appointing his son to succeed him in power.

Dr. Nafeaa attributed this success in China to the dominance of the reform and pragmatic trend which has enabled the country to achieve such a great leap in all aspects of life” Inheritance of power, regardless of the capabilities and talents of this candidate , will only lead to the country falling into ruin” , he said.
